The ECC has finalized all of its decisions with respect to polling and counting for the Presidential
elections and has officially communicated them to the IEC. The IEC is responsible for adjusting
candidates’ vote totals in accordance with the ECC’s decisions before it may certify the final results.
The ECC issued three separate decisions with respect to certification of the Presidential election results.
1. Based on its investigation complaints received since 20 August, the ECC has ordered the IEC to
invalidate 210 polling stations around the country where the ECC found clear and convincing
evidence of faund.
2. As a result of the ECC’s audit and recount process, the ECC has ordered the IEC to invalidate a
certain percentage of each candidate’s votes in six separate categories. Each category
corresponds to criteria set forth in the ECC’s order of 8 September 2009, which required and
investigation of polling stations that were highly suspicious of fraud.
3. The ECC decided that 18 polling stations quarantined by the IEC may be included in the results
because it found no clear evidence of fraud. The ECC agrees that the other polling stations
quarantined by the IEC are properly excluded from the election results.
According to the Electoral Law, ECC decisions and orders are final and binding. The IEC has responsibility
for implementing all of the ECC’s orders before announcing the final results.
